Red-Light Camera Enforcement Program

A Message
from Police Chief Chadwick Wagner
Every year the
Insurance Institute for Highway Safety compiles statistics showing the dangerous
consequences of motorists running red lights—nearly 2 million intersection
crashes annually. In 2007, red-light running resulted in almost 900 fatalities
and 153,000 injuries nationwide. Public safety is the highest priority of the
Hollywood Police Department and we believe the automated red-light camera
program will help make our roadways safer for both residents and visitors of our
community. These cameras are another way our Department is using technology to
improve public safety.
Unfortunately,
too many drivers choose to ignore traffic signals and think running a red light
is “no big deal.” We want to change this mindset and make sure people driving
in our City know—red means stop. The Department has studied the intersections in
the City of Hollywood with the highest incidence of red light violations
resulting in citations and accidents. We’ve identified several intersections in
the City where we believe automated red-light cameras will help us protect
drivers, passengers, cyclists and pedestrians.
We encourage
drivers to consider whether they’ve developed any dangerous or illegal driving
habits, make changes and comply with the rules of the road meant to keep us all
safe while driving in Hollywood.

Where are the
red-light cameras located?
The Hollywood
Police Department has identified several major intersections for red-light
safety cameras. Each intersection where cameras are in use is marked clearly
with signs:

What is a
red-light running violation?
A red-light
running violation occurs when a motorist enters an intersection after the
traffic signal has turned red. Motorists already in the intersection when the
signal changes to red, waiting to turn for example, are not considered red-light
violators.
How does the
red-light camera work?

The system activates when motion
is detected just prior to the stop bar AFTER the traffic signal has turned
red. The cameras capture two images of an alleged violation, taken from the
rear of the vehicle.

The first image
shows the vehicle at the white stop bar and the illuminated red light.

The second image
shows the violator in the middle of the intersection with the red light
illuminated.

The license plate
image is a close-up from one of the images captured.

Data, including
the time, date, and duration of the yellow and red lights, also is recorded.

Cameras also
record a 12-second digital video of the violation, including six seconds prior
to and six seconds after running the red light.
Why did I receive a
Notice of Infraction?
Based upon
images captured by the automated system, your vehicle was determined to have
committed a red-light violation. As the vehicle owner, the Notice of Infraction
is mailed to you.
How much is the
fine?
The State of
Florida’s “Mark Wandall Traffic Safety Act” effective July 1, 2010, established
a fine of $158 for each red-light running offense. Information on payment and
appeal options is located online at www.violationinfo.com.
Will I receive any
points on my driving record for this Infraction?
No. This is a
civil infraction that is not reported to the Florida Department of Motor
Vehicles.
Will my insurance
rates be affected?
No. This is a
civil infraction and is not reported to any insurance agencies.
Will the red-light
cameras take a picture of the driver of the vehicle?
No. A violation
of the City of Hollywood Ordinance is a civil violation assessed against the
owner of the vehicle; it is not a criminal violation. Similar to a parking
ticket, there is no need to identify the driver and therefore, no need to
capture an image of the driver.
How do I know these
violations are valid?
Images of your
vehicle were captured and recorded by an Automated Intersection Safety System.
You can review your images and video of the actual occurrence online at
www.violationinfo.com by entering your Notice number and PIN number shown in
the red box on the front right of your Notice. The images and video were
reviewed by several qualified technicians and finally by the Hollywood Police
Department before the alleged civil infraction was affirmed and mailed to you as
the registered owner. You have the option of contesting the Notice of Infraction
by requesting a hearing in writing.
What company provides
the red-light camera program in City?
The City of Hollywood has contracted with
American Traffic Solutions Inc. (ATS) which provides red-light and speed camera
enforcement programs for more than 200 communities across North America. More
